In a heavy bottom pan, bring the water, sugar, and butter to a low boil then add flour.

Stir the flour in until a thick but moist dough forms and then set aside to cool in a clean bowl for 5-minutes.

Once cooled, add in the egg and vanilla extract, then scoop into a prepared piping bag and pipe the dough into oil at 360F. 

Cook for 3-5 minutes per side until golden brown, then remove from the pan and drain on paper towels.  Roll in prepared cinnamon sugar. 

Heat cream in saucepan until barely boiling, then add in milk chocolate and vanilla. Stir constantly until melted and thickened.
