In a blender, puree tomato, onion, chile, paprika, cumin, lime juice, and garlic then pour over beef. Cover and marinate overnight.
In a large saucepan, saute onions, then add broth, cinnamon, cloves, bay leaf, and steak. Simmer for 4 to 6 hours.
Remove the meat from the sauce and shred. Reserve the sauce.
Brush remaining sauce onto a tortilla and top with beef, onions, and cheese. Fold in half and pan fry until crisp.
