Combine water and salt in a bowl then cover chicken and brine for 6 hours in the refrigerator.
In a small bowl, melt butter then combine with paprika, garlic powder, black pepper, and salt.
Remove the chicken from the brine and pat dry. Brush with butter mixture and bake for 20 minutes.
